Structural Repairs
The reinstatement of structural and decorative fabric
involved detailed material analysis to replicate historic
plasterwork. Decayed barrel ceiling timbers, laths, and
cornice timbers were replaced prior to reinstatement of
the plaster work. Three of the barrel ceiling panels were
repaired and reinstated using traditional haired lime
plaster, while damaged quadrants and 12m of cornice
were reconstructed in fibrous lime plaster to match the
original profiles and finishes. Dry rot–infested timbers,
laths, and plaster were chemically treated to kill spores,
and all surviving plasterwork was secured using stainless
steel fixings. Rebuilding and pinning of internal brick
walls, wall plates, and lintels were undertaken, and trusses
and ceiling joists were strengthened with steel plates,
hangers, and brackets to ensure long-term stability.
Decorative Conservation
Decoration was reinstated using flat oil paints, gold leaf,
and stencils cut from traced patterns. Polychromed barrel
ceiling panels and gilded friezes were harmonised with
surviving schemes, respecting the historical palette. Varnish
removal, cleaning, consolidation, salt removal, grouting,
crack filling, and retouching were carefully carried out,
with cracks and filled areas inpainted with medium-body
acrylics. Redecoration extended to the Council Chamber’s
ceiling, cornice, and upper walls. Quantitative analysis of
salts, pH, and moisture confirmed that plaster and paint
substrates remained sound. Where later woodchip wallpaper
layers had failed, they were removed to expose the original
painted plaster surface. Cleaning involved dry brushing and
vacuuming for loose dirt, with more persistent soot and
grease deposits treated using wet chemical cleaning.
