Article 11(1) of Law 2 of 2017, the Civil and Commercial
Arbitration Law of Qatar: “The arbitrator shall be appointed
from the arbitrators who are approved and registered in the
registry of arbitrators at the Ministry. Furthermore, any other
person may be appointed as an arbitrator if he meets the
following conditions: (a) has full capacity…” - again, “any other
person” who must have “full capacity” is either an express or an
implied requirement that an arbitrator must be a person, unless
the Qatari Ministry of Justice registers AI as an arbitrator.
